** The project which has generated the papers included in this study was started in 1999 in the Evaluation and Policy Planning Division of UNICEF's Headquarters under the leadership of Eva Jespersen and Jan Vandermoortele. Following their transfer to new positions in UNICEF and UNDP respectively, the co-ordination of the project was transferred to Giovanni Andrea Cornia of the University of Florence who took care of its continuation, recasting and finalisation. The completion of the project would not have been possible without the strong support provided by Eva Jespersen who - besides managing the project in its initial phase - played an important role in the finalisation of the papers by Sadasivam and Richter-Satow. She also provided many suggestions on other papers and the overall structure of the report.
